J. S. Mills defines liberty as the freedom of individuals from the tyranny of the state. Classically, the state is an entity that rules over its subjects in an antagonistic fashion that limits their freedoms. That is Self, Culture and Society , the state has the tendency to govern through coercion. It is this coercion that Mills was against, advancing the view that individuals have a right to exist free from any form of state coercion. Mills’s perspective on liberty forms the basis of negative political liberty – freedom from external constraints on individual action. According to the notion of negative political liberty, individuals are seen as free from the limits imposed by others on what they do or think.

The word “others” here means the external world and encompasses other individuals within the individual’s social world as well as the state. Following from this, individuals have the freedom to lead their lives without interference from these external entities. The freedom of speech and freedom of religion are good examples of the notion of negative political liberty.
