Context of Human Services : While homelessness is prevalent across the entire state, it is more concentrated in major metropolitan areas, especially Sydney (NSW Parliament 2018). Homeless people find shelter in a range of structures and spaces, including improvised dwellings (such as tents), supported homeless accommodations, boarding houses, temporary lodgings, and severely crowded dwellings (Simon-Davies 2018). Statistics reveals that homelessness in Australia is more pronounced among vulnerable groups compared to the rest of the population, such as the poor, Aboriginals and Torres Strait Islanders, young people, victims of domestic violence (particularly women), the elderly, the disabled, as well as culturally and linguistically diverse persons (ABS 2018)(Context of Human Services).
