INTRODUCTION

Advanced Information Management: Current and emerging technologies in healthcare provide nurses with the opportunity to improve patient outcomes through ever-increasing access to data and evidence. Information support systems affect decisions made at both the point of care and the organizational levels. Nurses who are prepared at the master’s level fill a key role in leading unit and organizational change that incorporates these emerging technologies to promote patient safety and enhance quality of care. SCENARIO

You are an informatics nurse specialist working in a healthcare organization that is merging with another organization of comparable size. As a result of the merger, funds have been designated to offer services in a satellite facility. You are responsible to lead the project committee in implementing a health information system (HIS) that meets current HITECH and HIPAA Security and Privacy regulatory requirements.

  • In the Advanced Information Management and the Application of Technology course, you will examine the interface of technology and nursing experienced by a Masters prepared nurse, and examine the complementary roles of the Masters level-prepared nursing information technology professionals, including informaticists and quality officers. You will analyze current and emerging technologies and information systems that support safe, quality, evidence-based patient care, examine ethical, legal and regulatory Informatics issues related to current healthcare environments, also explore the various roles nursing informatics plays in healthcare.

QI data includes quality indicators, the metrics your organization or unit measures and other measures that define facility compliance with QI/Safety/OSHA/JC. Think about what QI data your organization/unit monitors and how a HIS collects this information and is often used in reports. (examples: Falls, CAUTI, CLASBI, Readmissions)

B2. HITECH and HIPAA Security Standards and Regulations

Include a discussion on how HIPAA and HITECH can be achieved through an HIS by ensuring the following are integrated into the HIS:

B3. Protection of Patient Privacy

  • What are some essential features found in a HIS designed to safeguard patient privacy? 
  • Think of any steps you take while using the system or any extra layers of protection the system provides in terms of protecting PHI.

What happens after the implementation?

Human resource examples: manpower, talent, knowledge and expertise. Will the workforce be affected? If so, how? What happens to the training costs of new employees? Will the workflow processes change because of standardized documentation and improved accuracy? If so, how does that affect the operating budget?

C. Interdisciplinary Team Identification

As the nurse informatics specialist, create your “Dream Team” for the committee you want to work with you in deciding upon a HIS, rolling it out, and evaluating it.  This 4-member team is of your own creation, an interdisciplinary mix of individuals.  Who would you pick to participate in this project with you?

Identify two professional organization standards that are relevant to implementing a HIS and build an evaluation plan that your committee from section C will use to state the HIS implementation is a success.

  • You can have 2 standards from the same organization, or 1 standard from 2 different organizations.
  • In your paper, select the 1st standard you want to discuss. 
  • State the professional organization that supports this standard, describe the standard in your own words, cite it, and create a reference.
  • EVALUATION STEPS: Describe how your committee will evaluate that this standard is being met by the HIS.  (who is going to do what, what are they going to do, when are they going to do it, where are they going to do it, and how are they going to do it). What would the data look like?

Provide examples of the various safeguards that are used to protect data integrity in a HIS and why they’re necessary. Next, discuss/define data backup and recovery plans, what its purpose is, why it’s necessary. Lastly, sum it all up in a connecting statement on how protecting data storage integrity and having data backup and recovery fulfill the HITECH and HIPAA regulations.   3. Create a specific plan that describes how you can utilize a function of the HIS to meet each standard selected. The plan needs to be specific with an end goal and an evaluation method.

The advantage is that the EHR system is highly scalable and can accommodate as many users as possible besides allowing more resources and modifications to be done to increase its user volume.
